Yazidis, who make up about 11 percent of the population of Iraq’s Yazidi community, have long been targeted by ISIS militants. They are among Iraq’s most prominent Christian and other minority religious groups. ISIS recently established a base of operations in neighboring Syria.

The two incidents underscore the difficult job that the United States is currently undertaking, said Jeff Hawkins, former assistant secretary of state for the Bureau of Democracy, Human Rights and Labor and a fellow at the Brookings Institution.

“I’m not sure there’s much we can do on behalf of [ISIS], but I think it’s important to know exactly where the Iraqi security forces, the U.S. government and the world, are in Iraq right now,” he said. “They are facing some tremendous challenges. It will be the job of the security forces to protect them.”
