The inquiry was held after a request by the Liberal Democrats to the House of Lords Committee, which makes recommendations on the use of the country’s top tax rates.

Mr Johnson’s announcement comes on the eve of his party’s expected manifesto launch later this week and will mark the first time that the prime minister has admitted the tax system in the UK is dysfunctional.

Mr Johnson’s speech will also set out his manifesto’s proposal for the “brave new world of universal adult entitlement to a share of national wealth”.

He said the proposals were part of a wider overhaul of the UK government’s economic plan that would seek to deliver the economic dividend of the “third way” economics he was calling for, in which the government provided tax breaks and spending to workers and businesses in return for providing “benefits” to consumers.
